What each source says
Ismael Perez presents this as one of the 50 classifications in his Galactic Report, a category rather than a single named species. He says they focus on the health of ecosystems rather than on governments.
Ismael Perez does not tie the Oceanic Giants of his Galactic Report to Earth's whales. In the wider starseed community, though, the great whales are often treated as the planet's own ocean giants: record keepers who hold the seas' memory, a role close to his description of beings who perceive oceans as one living system.
