Ocean-world peoples drawn to Earth's waters, from merfolk to gentle giants
Aquatic beings are civilizations adapted to oceans and water worlds. In a 2026-10-17 livestream Ismael Perez said Earth's own largely unexplored oceans hold some of its oldest civilizations, beginning with Sirian aquatic nations who settled the sea floor some 30 million years ago, and that seven major ocean peoples, together with four groups that work with Space Force, now cooperate through the Oceanic Council of Earth. Elsewhere he describes Alliance-aligned Aquatics running undersea observation stations and vast ocean intelligences, and the encyclopedia's sources add merfolk-like peoples from Sirius B and Mintaka.

If you met one…
You might meet them in the water before anywhere else: a calm, intelligent gaze from beneath the surface and a feeling of being gently scanned and welcomed. Many describe their communication as wordless and soothing, like a wave passing through the chest.
What they look like
Often merfolk-like: humanoid upper bodies with fish-like or tailed lower forms, blue, green or mint-toned skin, and eyes without visible whites. Ismael Perez also describes enormous ocean-dwelling intelligences and translucent, jellyfish-like beings.
Their gifts
Ocean science and stewardship, telepathic communication and an instinctive sense of ecosystems as one living whole.
Their bond with Earth
Ismael Perez says Earth's ocean civilizations have worked with the Earth Alliance since 2012 and with Space Force since 2019, tracking USOs, guarding undersea stargates, steadying fault lines through the Tectonic Shield Network and clearing hostile breakaway bases from the sea floor, while the Aquatics and Oceanic Giants support environmental missions. Encyclopedia sources add that Earth's water is a major reason aquatic star nations visit.
What each source says
Ismael Perez separates several water-dwelling categories. 'Aquatics' are ocean civilizations, including undersea Earth observation stations, that work with the Earth Alliance mainly on environmental missions; 'Amphibians' from water worlds such as Mintaka have merfolk-like forms and largely mind their own business; and 'Oceanic Giants' are massive aquatic intelligences who see oceans as one living system and also support the Earth Alliance. He adds that environment shapes a body without setting its spiritual level, and that Sirius is home to aquatic populations among others.
Ismael Perez taught that the galaxy holds a non-humanoid people for every animal on Earth, each with that animal's head on a humanoid body, and he named dolphin- and whale-like Cetaceans who live both on land and in the oceans. He describes these non-Adamic biological peoples as benevolent. Water-adapted beings are therefore one branch of a much larger animal-form family in his cosmology, not oddities.
Ismael Perez endorsed the idea of an advanced undersea civilization, compared to the kingdom in the film Aquaman, that has flourished since Atlantis collapsed. He said it talks telepathically with the creatures of the ocean, uses stargates, and works with other extraterrestrial races and with the peoples of the inner Earth.
Ismael Perez counted cetaceans, the dolphin and whale peoples, among the non-humanoid members of the Galactic Federation, which he said is only about 60 percent humanoid. He listed them alongside felines, bird people, Raptors, Mantis beings and reformed Grays.
Perez describes cetacean, dolphin- and whale-like peoples who can live both on land and in the oceans, among the benevolent non-humanoid species of the galaxy.
In an interview posted 2026-05-10 Ismael Perez said mermaids, like centaurs and cyclopes, were real chimeras made in Enki's Shuruppak laboratories by mixing human and animal genetics, and that Enki-Poseidon was given dominion over the seas.
On a 2026-04-09 livestream Perez said an advanced undersea civilization has flourished since Atlantis's collapse, communicating telepathically with ocean creatures, using stargates and working with ETs and inner-Earth peoples; guest James Rink described his own human-dolphin chimera work in a "Project Seagate".
In a 2026-10-17 livestream Ismael Perez said Earth's own oceans, about 89 percent unexplored, hold civilizations millions of years old, founded by Type 2 and Type 3 peoples, with crystalline pressure chambers and bioluminescent cities on the sea floor. He named seven major ocean civilizations and four Space Force partners, all coordinated through the Oceanic Council of Earth, a member of the Galactic Alliance network. He added that the ocean itself has several dimensional realms, and divers see only the third-dimensional one.
Ismael Perez said in a 2026-10-17 livestream that since 2019 the ocean civilizations have worked with Space Force to track USOs, guard undersea stargates, steady fault lines with harmonic arrays and clear hostile breakaway installations from the sea floor. They share five or six undersea bases with Space Force personnel and leave final decisions to Space Force.
In the Q&A of a 2026-10-17 livestream Ismael Perez offered as his personal belief that sea turtles, sea lions, fish and other marine life share a communication network much as humans do, beyond the whales and dolphins.
In a livestream on 2026-09-20, Ismael Perez said there are many oceanic civilizations, four primary ones of which work with Space Command and the greater galactic allies; he had named them in a presentation about seven months earlier on disclosing the four major oceanic civilizations and offered to revisit them. He placed many oceanic peoples among the remnants of ancient civilizations living within the inner Earth.
The crosswalk notes that Bashar speaks directly about dolphins and other animals as important partners in consciousness, and that he has addressed Sirius and the Dogon's Nommo connection, though without Ismael's detailed Sirian hierarchy.
In the Family of Taygeta material, the aquatic star people are tied to Sirius B, where Swaruu places extensive underwater civilizations. She links them with myths found all over Earth of advanced water beings who taught medicine, art and architecture.
The A–Z compilation's sources describe the Nommo, amphibian teachers from Sirius B who, per the Dogon record and Robert Temple, shared astronomical knowledge; the merperson-like Mintakans of a lost Orion water world; the amphibian Iargans of Stefan Denaerde's contact case; and an aquatic Aldebaran variant up to 14 feet tall. Su Walker and Rev. White Otter's P'nti contacts speak of four aquatic 'information stations' on Earth and say our waters are of great interest to aquatic star nations. Lemurian lore adds that some Lemurians became mermaids, dolphins and whales.
Many in the starseed community regard dolphins and whales as wise, ensouled beings, sometimes as Sirian or Lemurian souls in ocean form, who help hold Earth's frequency and teach play, joy and sound healing.
