Not one race but an ability: beings said to change how they appear
Ismael Perez describes shape-shifting as an ability rather than a species: some reptilian, humanoid, amphibian and cybernetic beings are said to be able to alter how they look. He links most Earth-related cases to the Cabal and the most advanced ones to cybernetic technology, while his highest plasma beings can take any form at all. The encyclopedia's sources describe several races said to pass as human.

If you met one…
The tell, if the sources are right, is subtle: someone who looks entirely ordinary but whose eyes do not quite seem to match the face. One encyclopedia source says a certain race can change everything except the size and colour of its eyes.

Variable by design. Accounts range from tall, pale beings who can look nearly human to forms that reportedly change several times within seconds.

Ismael Perez associates most Earth-linked shape-shifting with Cabal activity. Encyclopedia sources describe shape-shifting traders and operators who have moved among humans unnoticed.
What each source says
Ismael Perez says 'shape shifter' is best understood as a category of ability rather than one race, since it can appear in reptilian, humanoid, amphibian or cybernetically enhanced beings. He outlines three mechanisms (biological camouflage, holographic projection and consciousness-based changes of appearance) and ties the most advanced examples to cybernetic technology, with most Earth-associated cases linked to the Cabal. In Our Cosmic Origins, the highest Type 4 plasma beings can also materialise any form they wish.
The A–Z compilation's sources, mostly the Russian Alien Races Book, describe the Indugutk, tall pale beings linked to Moon bases who can take a near-perfect human form; the Kiily Tokurt, roughly six-foot traders who can change everything except their eye size and colour, and whom Elena Danaan connects with Charles Hall's 'Tall Whites'; and X-1Z, said to change form up to four times in ten seconds.
Popular disclosure lore, notably David Icke's books, links shape-shifting to reptilians said to hide in human form. Others in the community caution against turning this into suspicion of real people and urge discernment instead.
